Gain Meyer

Jennifer (Jenny) Gain Meyer is a lifelong resident of Belleville, Illinois, where she grew up and currently serves as the City Clerk. Elected to this role in 2017, Jenny oversees the Clerk’s Office, managing all city documents, agendas, minutes, meetings, employee medical insurance, switchboard operations, annual business licenses, and Freedom of Information Act (FOIA) requests. Her role as City Clerk allows her to directly serve the community she knows and loves.
Jenny is a collaborative team leader known for her ability to coordinate diverse teams and build effective relationships with colleagues, constituents, and city officials. She is recognized for her technical expertise in developing initiatives that address community issues and implement sustainable improvements. Her professional journey is marked by her commitment to public service, beginning as an AmeriCorps volunteer and continuing through various leadership roles.
Before being elected City Clerk, Jenny served as the Director of Environmental Programs at the St. Clair County Health Department. She also worked for the City of Belleville, where she managed multiple departments as the Director of Health, Housing, Building, Zoning, and Cemetery Operations. These roles have given her a unique, hands-on understanding of both the community’s needs and the city’s internal operations.
Jenny is deeply involved in the Belleville community. Her volunteer work began in 1996 with AmeriCorps, and she continues to serve on several committees that benefit the city, including the Belleville Cultural Enrichment Organization, Christkindlmarkt, Belleville Sister Cities, S.A.V.E. Board, Belleville District 118 Foundation, and Art on the Square. She was also a key member of the Executive Committee for Belleville's 200th Anniversary in 2014, contributing her organizational and leadership skills to the year-long celebration that culminated in a three-day event in September.
Jenny has been honored by various organizations for her dedication to her profession and community, including recognition from BASIC Citizens of Character, Racial Harmony ELITE, and the Illinois Environmental Health Association.
Jenny holds a bachelor’s degree in biology from McKendree University and a master’s degree in health administration from Lindenwood University. Her educational background, coupled with her extensive experience in public service, makes her a dedicated and effective leader for Belleville.
